Work harder, take home less

From 2000 to 2007, worker productivity rose significantly in the United States, but real income fell for middle-class families, a group of economists says.

NEW YORK (CNNMoney.com) -- For most of the past decade, the economy grew much stronger - but middle-class Americans had little to show for it.

That's the conclusion of a trio of economists who on Thursday released a preview of their book The State of Working America in 2008/2009 due out next year.

Despite two periods of recession in the past decade, U.S. worker productivity still rose 18% in the 2000s - about 2.5% per year, according to author Jared Bernstein, a widely followed economist from the liberal-leaning Economic Policy Institute.

But inflation-adjusted income for the American middle-class family actually fell during the same period. The median real income for working-age middle-income families in the United States dropped $2,000 between 2000 and 2007, from about $58,500 to $56,500, the U.S. Census Bureau reported Tuesday.

As a result, the 2000-2007 business cycle was the first ever in which the nation's middle-class families had less real income at the end than when they started.

"It's a compelling example of a large disconnect," said Bernstein. "Americans aren't being rewarded for their productivity."

That's a stark change from 1989 to 2000, when the median income for working-age middle class families rose 10% - about half of the productivity growth over the same period, according to EPI. Had the trend of the '90s continued, the median income of working-age households would have risen by $3,600 instead of falling in the 2000s.

Not every economist agrees with that assessment.

"The numbers are misleading, because you need to take into account everything that workers are earning, including substantially more in health care and retirement plans," said James Sherk, the Bradley Fellow in Labor Policy at the conservative-leaning Heritage Foundation.

Weak job market

Bernstein said the middle class has not taken out an equal share of what it put into the economy because of weak job creation during the decade and a widening gap between rich and poor.

"This is a story of missed opportunity," Bernstein said.

The nation suffered through a weak job market in the 2000s. Jobs grew only 0.6% during the period, which wasn't enough to keep up with the growing population, the EPI said. As a result, there were 1.5 million more unemployed workers at the end of the business cycle than at the beginning.

"The official unemployment rate understated how difficult it was to find a job in the 2000s," said EPI economist Heidi Schierholtz. "The U.S. jobs creation machine came to a screeching halt after the 2001 recession and barely picked up steam in the recovery."

Schierholtz cowrote The State of Working America with Bernstein and another EPI economist, Lawrence Mishel. The book was originally published in 1988; the new edition includes updated chapters on jobs, wages and income.

According to the book, the economy took four years to return to the previous peak jobs level after the 2001 recession - an unprecedented amount of time. The recovery took more than twice as long as the 21-month average of all other recoveries after 1945.

Jobs weren't helped by a second round of very weak economic growth toward the end of the cycle.

"The economy of the 2000s has been like shampoo instructions: Bubble, bust, repeat," Bernstein said. "We need to generate growth that's sustainable, not on bubbles."

By the end of the business cycle, nearly one in five unemployed workers had been out of a job for at least half a year.

Furthermore, one in 11 workers were underemployed in the 2000s, as they were looking for full-time work but involuntarily took part time jobs. Workers' hours were cut by 2.2% in the 2000s, which negated the median family's 1% rise in hourly wages.

Sherk said, however, that unemployment levels are comparable to other decades other than the 1990s, when the tech bubble added a disproportionate number of jobs to the economy.

"Unemployment is high compared to the late '90s, but not the '80s," Sherk said. "It's not unusually high, especially when you consider that the labor force hasn't grown as rapidly this decade as it did in the 90s."

Increased inequality

Another finding from the book:Many middle class Americans who had jobs probably found that their bosses were getting big raises, while their paychecks were staying about the same.

That's because 90% of the growth in U.S. workers' income from 1989 to 2007 went to the top 10% highest earners, EPI said. Income for the top 1% grew 204% since 1989, and the top 0.1% saw their income grow 425% in that span.

But Sherk said the top earners are rarely the same today as they were five years ago. "This is coming from people who weren't in the top 1% before," he said.

"Bill Gates, Jeff Bezos, the Google founders. It looks like they're getting more than their share, but it's actually something else: They're all setting new high standards," Sherk said.

Still, the gap continues to grow. In 2006, the top 1% held the highest share of total U.S. income since 1928, according to EPI.

"There was a vast disconnect in what people earned with what they produced," said EPI's Mishel. To top of page

Network marketing - a get rich quick scheme?

No! BIG resounding no. Do not listen to the person telling you about their opportunity if they are telling you it’s a quick thing. They are either telling untruths or wanting you to join for the wrong reasons.

Do not expect overnight results. Network marketing is not about getting rich quick, it’s about getting wealthy over a reasonable period of time. As with most things, to succeed in network you need to go through a process of understanding, learning and application. It’s about building yourself to a level where you can carry a hugely successful business and be responsible for it.

I believe that people get what they deserve in life. It’s another one of those difficult things to take but it’s true. The successful and rich around you have sacrificed something to get what they have. They will have invested time, commitment, hard work into what they have. You look at them saying they are lucky but you do not see the effort that went in and probably still goes in now. So if you want to succeed not just in network marketing but in any thing, ask yourself what you are willing to give up to get what you want. That might be TV time, social time or lie ins at the weekend so you can dedicate some time to applying yourself to the task in hand that will give you the results you want.

Workers tighten belts as pay falls

Fewer full-time jobs, less OT, contract givebacks hit employees' wallets hard.

As if the high cost of gasoline and groceries and the slumping housing market weren't bad enough, Metro Detroit workers are battling another economic force: the shrinking paycheck.

From the auto industry to retailers to home builders, companies are cutting payroll costs as they try to stay alive through one of the worst economic slowdowns in Michigan history. Some companies are turning full-time workers into part-timers; others are eliminating overtime; still others, particularly in the auto industry, are implementing new labor contracts allowing two tiers of workers, one making half the pay of the other.

Also feeling the pay pinch are self-employed workers such as house cleaners and hair stylists who are trying to make do with fewer customers.

Metro Detroiters are dealing with their shrinking paychecks by paring back their spending and looking for second jobs.

"The people we're seeing were living paycheck to paycheck and struggling anyway," said Dorothy Guzek, a financial counselor at GreenPath Debt Solutions. "They were doing OK, but because they lost a couple of hours of work, it put them behind."

The Farmington Hills-based financial counseling firm is seeing a lot more clients, up to 40 each week, Guzek said. Some 80 percent have had their work hours cut.

Average weekly earnings and hours for workers in two of Michigan's largest industries, manufacturing and construction, are flat or down, according to the Michigan Department of Labor and Economic Growth.

Employees at manufacturing companies lost $50 a week, comparing May 2008 with May 2007, and were down $2 a week comparing June 2008 with June 2007. June showed a slight uptick in auto worker earnings, according to labor department figures, after being down in May year-to-year. That doesn't take into account the tens of thousands of auto and construction workers who lost their jobs altogether.

If they haven't already left the state, laid-off workers are either still looking for work or have settled for jobs that are part-time or lower-paying, or often both.

Sharon Rose of St. Clair Shores was working 32 hours a week as a hairdresser, but business has been so slow that she's lucky to get 24 hours now. As a single mother, 27-year-old Rose was already having a hard time paying the rent, filling her gas tank and taking care of her daughter.

Nowadays, she skips the afternoon trips to Starbucks with her co-workers, brings her lunch from home and is looking at downsizing to a one-bedroom apartment because she can no longer afford the two-bedroom she's been renting for two years.

"It's just really hard," she said. "Sometimes I feel like giving up, but I know that's not an option. I don't want me and my daughter to be homeless."

Lower pay vs. being laid off

When the economy is weak, many companies cut workers' hours "just to keep their heads above water," said John Challenger of outplacement firm Challenger, Gray and Christmas. "They are looking at ways to save money, short of layoffs, to cut costs."

Layoffs are usually a last resort because once someone has been let go, "the die is cast and they'll be losing a valuable worker," Challenger said. "No one wants to (fire workers) when they're cutting into muscle."

The recent minimum wage hike in Michigan -- from $7.15 an hour to $7.40 on July 1 -- could force companies to further cut employee hours, said Mark Perry, an economics professor at the University of Michigan Flint campus.

"If companies want to stay in business in this competitive atmosphere, these cuts have to be made," Perry said. "If the option is cutting hours or losing your job, I think most people would choose lower pay."

Rose is holding on to her job at the salon, but she's considering picking up another part-time or full-time job at another salon or waiting tables on weekends.

"We'll make it," she said. "One way or another, we'll make it."

'It just kinds of stinks'

Thousands of workers across Metro Detroit are making the same tough choices, as they learn to live with their shrinking paychecks.

Before he took a buyout a little over a week ago, 46-year-old John Baisley, an electrician at American Axle & Manufacturing Holdings Inc., was earning $30 an hour, $2 less than he was before Axle workers went on strike over their labor contract in February. (His pay would have dropped further to $26 on Monday, if he hadn't taken the buyout.) Baisley also hadn't been getting eight hours of overtime a week that had been routine before the strike.

Between the pay cut and fewer hours, Baisley was taking home several hundred dollars less than he had been in the previous 13½ years he's been with the manufacturing company. To adjust, Baisley and his wife, Suzanne, ate out less and left their less fuel-efficient 1998 Chevy Malibu at home and shared the 1999 Saturn that gets better gas mileage.

Baisley also doesn't take his 1979 Camaro Z28 to costly drag racing events in Lapeer anymore.

While he looks for another job, the couple will live off their savings. It has helped that the Baisley family of Clinton Township has lived frugally, stashing away John's overtime pay.

"We've always lived on a 40-hour paycheck anyway, so it's not going to be real terrible," he said. "It just kind of stinks that you have to do it."

Dawane Richards has reduced his spending, too, since losing his $12-an-hour job stocking shelves at Farmer Jack after the grocer left Michigan last summer.

After job hunting for six months, the 30-year-old Detroiter found a job as a waiter. But he's making about 25 percent less than before.

His tips are down and he's worried that his days at the restaurant are numbered because fewer customers are dining there.

He said he misses going out with his friends for a drink. And he can't remember the last time he bought his girlfriend a gift or smoked his favorite cheap cigar.

"I'm making it, but I don't know for how much longer I can keep going like this," he said. "I'm lucky I got a job at all, but, I don't know, it's tough. It seems like I'm working all the time and not getting anywhere."
